If the engine cooling fan doesn't come on supplying air flow over the condenser when the a/c is turned on then the compressor clutch wont engage. Lots of time it is a faulty fan that causes the problem with a/c. Been there done it a couple of times. The fan should run at low speed as soon as you hit the a/c button.
